Sen Gong

贡森，浙江大学公共管理学院教授、博士生导师、文科领军人才，全球发展学院副院长，浙江（浙江大学）国际发展与治理研究中心主任，浙江大学国家战略与区域发展研究院副院长。兼任“阿克拉重置倡议”全球卫生架构和治理改革高级别小组成员、Asian Review of Political Economy副主编、民进中央社会法制委员会主任委员。曾任联合国发展政策委员会（Committee for Development Policy）委员，国家人力资源和社会保障部专家咨询委员会委员，国家民政部专家咨询委员会委员，卫生部慢性病防治专委会委员。历任国务院发展研究中心国际合作局（港澳台办公室）局长（主任），中国国际发展知识中心常务副主任，国务院发展研究中心人力资源和公共管理研究所所长、社会发展研究部副部长，国务院发展研究中心研究员，享受国务院政府特殊津贴专家；劳动和社会保障部社会保险研究所研究室主任；民政部农村社会养老保险办公室调研二组负责人。主持国家重大和国际重要合作项目40余项，获得省部级以上奖励10余项，出版《改善社会建设 重建社会秩序》《福利体制和社会政策的国际比较》《民生为向：推进包容性增长的社会政策》《中国医改：问题根源出路》《中国公立医院医生薪酬制度改革研究》等专著10余部，在《中国社会科学（英文版）》、《社会学研究》、《国际问题研究》、Lancet、Journal of Asian Public Policy、International Journal of Health Services、The Chinese Economy等国内外重要期刊发表论文百余篇，具有丰富的决策咨询经历和经验。主要研究领域包括社会保障、医疗卫生和人口就业等社会政策、国际发展合作和全球治理。

Gong Sen is a Professor and Ph.D. Supervisor at the School of Public Affairs, Zhejiang University and a Zhejiang University Leading Scholar in Liberal Arts. He serves as Deputy Dean of the Institute of Global Development, Director of the Centre for International Studies on Development and Governance at Zhejiang and Zhejiang University, and Vice Dean of the Institute for National Strategy and Regional Development at Zhejiang University. He is also a member of the High-Level Panel on Reform of the Global Health Architecture and Governance, established under the Accra Reset initiative. In addition, he serves as Associate Editor of the Asian Review of Political Economy and Chair of the Social and Legal Affairs Committee of the Central Committee of the China Association for Promoting Democracy (CAPD).

He formerly served as a member of the United Nations Committee for Development Policy, the Expert Advisory Committee of the Ministry of Human Resources and Social Security, the Expert Advisory Committee of the Ministry of Civil Affairs, and the Special Committee on Chronic Disease Prevention and Treatment of the Ministry of Health. His previous posts include Director-General of the International Cooperation Bureau (and the Hong Kong, Macao and Taiwan Office) of the Development Research Centre of the State Council (DRC), Executive Vice-President of the Centre for International Knowledge on Development (CIKD) affiliated with DRC, Director-General of the DRC Institute for Human Resources and Public Administration, Deputy Director-General of the DRC Social Development Research Department, and a senior research fellow at the DRC. He is a recipient of the special government allowance for experts from the State Council. Additionally, he served as Director of the Research Division at the Social Insurance Institute of the Ministry of Labor and Social Security, and Head of the Second Research Group of the Rural Social Endowment Insurance Office at the Ministry of Civil Affairs.

Dr. Gong has chaired more than 40 major national and international cooperative projects, won over ten ministerial-level or national research prizes, and published more than ten monographs—including Improving Social Development and Rebuilding Social Order, International Comparison of Welfare Regimes and Social Policy, People's Livelihood as the Goal: Social Policies for Inclusive Growth, China's Medical Reform: Problems, Root Causes and Solutions, and A Study of Physician Payment Reform in China's Public Hospitals. He has also authored more than 100 articles in leading domestic and international journals such as Social Sciences in China (English edition), Sociological Studies, China International Studies, The Lancet, Journal of Asian Public Policy, International Journal of Health Services, and The Chinese Economy. He possesses extensive experience in policy consulting. His main research areas include social policies (such as social security, healthcare, and population & employment), international development cooperation, and global governance.
